Renovating the 'new horse trough' fountain

One of the many fountains with which Jimena has been sprouting of late, albeit this being one of the earlier ones, is under renovation. Something to do with the cascading water from one horse trough to another. If it fixes the problem of the water running down the street causing very 'slippery when wet' situations, so much the better. But who designed it in the first place that it should need renovating so soon after it went up (in March, see item here)?
