I went to the traffico office in La Linea ( near the border ) and they were very helpful, This was 6 years ago, but it was no problem to do. You do need all your English licence, including the paper bit if you have one of the plastic card licences. You will also need photos of yourself to be put on the new Spanish licence which will be sent to you.
If you are not confident of doing that there is an office in La Linea, Asesoria de Empresas correduria de seguros, CORRAL, c/ Gibraltar nº 8, tel 956 17 08 43. They do speak English and it can be done for you there at a very reasonable cost.
